Absolutely right on your evaluation and the past history of how politicians promise trans[arency, yet they have always failed to get around to doing such. Clinton,Obama and Biden were masters of this and they hid all that they could as they knew if the people found out what the government bureaucracy was up to, the citizens would demand change.
